BACKGROUND:

At the September 17, 2024, Clark County Board of County Commissioners (County Commission) meeting, the County Commission ratified the acceptance of a grant award of $500,000 from the John D. and Catherine T. MacArthur Foundation (MacArthur Foundation) Safety and Justice Challenge grant for the period of January 1, 2024 through December 31, 2025. The MacArthur Foundation's Safety and Justice Challenge is a more than $252 million national initiative to reduce over-incarceration and eliminate racial inequities in our justice systems by changing the way America thinks about and uses jails.

Clark County serves as the lead agency in the Safety and Justice Challenge Network and works with stakeholders and partners in the criminal justice community to devise and implement strategies aimed at safely reducing the
jail population, addressing system inefficiencies and disparities, advancing racial equality, and improving case processing for pretrial defendants.

Funding form the Safety and Justice Challenge will be used to create a Management Analyst I/II position. This position will work within the Criminal Justice Coordinating Council (CJCC) which is critical to aligning the structure of goals, enhancing operational efficiency, and addressing the evolving needs of the CJCC. Over the
past two years, it has grown significantly, requiring broader oversight and strategic alignment. It will bring
greater strategic focus and a stronger ability to meet organizational objectives with improved data collection and objective oversight.

The County Commission is asked to provide and authorize the creation of Management Analyst I/II (C28/C29) for the period for which the John D. and Catherine T. MacArthur Foundation Safety and Justice Challenge grant funds are available.
