BACKGROUND:
The District’s Laboratory uses BeaconMedaes medical gas equipment to provide the vacuum and required grade of compressed air to support its various analytical processes. The generated compressed gas is connected to specific air and nitrogen generators that purify the required gas used by the analytical instruments, which is crucial to the Lab’s overall daily operations. To ensure proper operability, the medical air (15HP Duplex) and medical vacuum (10HP duplex) units require routine inspections and maintenance. The services provided by BeaconMedaes LLC include technical support; routine scheduled on-site inspections; ongoing maintenance and/or repair services; and spare parts, and replacement of worn out components. Having a readily available supply of BeaconMedaes equipment, replacement parts, and technical services is necessary to properly maintain and/or repair various equipment and sustain overall maximum productivity at the District.
Staff confirmed that BeaconMedaes products and services are only available through BeaconMedaes LLC, which is the authorized sole source provider.
Staff recommends that the Board approve and authorize the General Manager to issue purchase orders to BeaconMedaes LLC, for medical gas equipment and services on an as needed basis. Staff will submit an annual report to the Board detailing incurred expenditures.
The following are pertinent provisions of the agreement:
• The term of the agreement is from May 1, 2024, and will continue for as long as the competitive bidding exception applies, with a price increase not to exceed 10% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.
In accordance with NRS 332.115.1(a) & (d), the competitive bidding process is not required because the parts, equipment and services can only be purchased from the authorized sole-source provider, and the equipment is compatible with existing equipment. BeaconMedaes LLC (LBE) currently holds a Clark County business license.
