BACKGROUND:
Clark County Social Service (CCSS) requests that the Board of County Commissioners amend the agenda item for the Southern Nevada Homelessness Continuum of Care (SNH CoC) Unsheltered NOFO Planning Project (Unsheltered Planning Project) that was approved on January 17, 2023, to authorize the creation of a Senior Grants Coordinator or equivalent position to manage the Southern Nevada Homelessness Continuum of Care (SNH CoC) Unsheltered NOFO Planning Project (Unsheltered Planning Project) instead of a Management Analyst or equivalent position. Clark County was notified in February 2023 that Southern Nevada partners had been awarded $14,981,348 in funding for this project. Of this total amount, $420,000 will be awarded to CCSS for a planning grant to manage the implementation of the projects awarded in this competition.
In the previous agenda item, approved January 17, 2023, approximately $485,250 of the total grant award, inclusive of match funds, was budgeted across thirty-six (36) months for personnel and fringe benefit costs for one (1) Management Analyst (C29) and two (2) Part Time Hourly Management Assistants to assist in the support of all organizations and implementation of all services related to this funding opportunity. After additional review CCSS is now asking that the Management Analyst position be changed to a Senior Grants Coordinator position to provide additional support to the funded participants and better support the project requirements. Many of the approved projects are new to the SNH CoC and as such will require more intensive support. This level of technical assistance and program management is best suited for a Senior Grants Coordinator position and would allow for increased development of new program supports for this funding opportunity.
The CCSS application included $420,000 for thirty-six (36) months of services. Clark County will provide a match of $105,000 in cash match from the Clark County General Fund to HUD.
