BACKGROUND:
Clark County receives an annual allocation of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD) as an entitlement recipient. Pursuant to 24 CFR 570.601, each CDBG entitlement recipient must affirmatively further fair housing and provide certificate of assurance to HUD that each administers CDBG funds in a manner that encourages fair housing activities. The certificate of assurance must demonstrate through an analysis of impediments to fair housing choice that the entitlement community does not deliberately impede a person's right to fair housing choice.
In accordance with HUD requirements to provide the analysis, Clark County and the Cities of Las Vegas, North Las Vegas, and Henderson have jointly selected TDA Consulting, Inc. to provide professional consulting services at the cost of $92,200, and the County and Cities agree to share the cost. The financial obligations will be repaid to the County by each participant and were calculated using the percentage of CDBG allocations by jurisdiction in Southern Nevada.
The City of Las Vegas will provide $27,925.46, the City of North Las Vegas will provide $10,461.13, and the City of Henderson will provide $8,628.94 as reimbursement to Clark County as the lead agency for professional services to develop the 2025 Regional Fair Housing and Equity Assessment. The Cities of Boulder City and Mesquite costs are covered by Clark County's portion of $45,184.47 as part of the 2024-2026 CDBG Urban County Consortium Agreement.
