BACKGROUND: 

The District's Collection System Service Center utilizes Closed-Circuit Television (CCTV) trucks to evaluate and assess the condition of the sanitary sewer lines, which consist of approximately 2,300 miles of pipe throughout the Las Vegas Valley and in the District’s outlying areas. These highly specialized trucks help ensure that the sewer collection system is maintained in an efficient and effective manner.

On January 18, 2022, the Sourcewell Cooperative and its Authorized Body awarded Agreement No. 120721-EVS for Sewer Inspection & Maintenance Equipment to Envirosight LLC. The ability to utilize the Sourcewell agreement will afford the District lower costs due to volume discounts and satisfy the District's need to procure two (2) new CCTV trucks over the course of the two and a half (2.5) year contract period.

Staff recommends that the Board authorize the General Manager to utilize the Sourcewell Agreement No. 120721- EVS for Sewer Inspection & Maintenance Equipment and issue purchase orders to Haaker Equipment Company, a local authorized dealer of the CCTV trucks.

The following are pertinent provisions of the agreement:
• The initial term of the contract is from the date of award through January 17, 2026, subject to Sourcewell contractual terms and conditions, with a price increase not to exceed 25% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.195.1(c), a governing body or its authorized representative may enter into a contract pursuant to solicitation by a cooperative purchasing organization. Envirosight LLC and Haaker Equipment Company (WBE), local authorized dealer, currently hold a Clark County business license.
