BACKGROUND:
Ending the HIV Epidemic: A Plan for America (EHE) is a bold and ambitious initiative to reduce the number of new HIV infections in the United States by 90% by 2030. The plan leverages critical scientific advances in HIV prevention, diagnosis, treatment, and outbreak response by coordinating the highly successful programs, resources, and infrastructure. To achieve the goal of reducing new HIV infections in the United States by 75% by 2025, and 90% by 2030, Ending the HIV Epidemic: A Plan for America focuses on four key strategies that together can end the HIV epidemic in the U.S.: Diagnose all individuals with HIV as early as possible after infection; treat people with HIV rapidly and effectively to reach sustained viral suppression; prevent new HIV transmissions by using proven interventions; and respond quickly to potential HIV outbreaks to get needed prevention and treatment services to people who need them. Phase 1 (2020-2025) was focused in 57 regions hardest hit by the HIV epidemic including Clark County, NV. Phase 2 (2025-2030) is focused on these same regions.
During Phase 1, the Clark County Social Service Office of HIV collaborated with the community to successfully launch innovative services and initiatives including: *A growing Rapid stART program, designed to quickly bring people newly diagnosed with HIV into medical care. This program now spans across 29 sites with the intention of doubling this number of sites by 2030. *Project HOME, operated by Clark County Social Service, is developmentally appropriate service program for transition-aged youth with HIV focused on medical case management and supportive services including health education, housing & utilities, food, and transportation. *People-Purpose-Power training series to educate service providers and community members about HIV and best practices. *Love. Live., a public awareness campaign about undetectable equals untransmittable, meaning that when a person with HIV takes their medication and reaches undetectable viral loads on laboratory tests, they cannot transmit HIV to sexual partners.
From 2025 through 2030, the Clark County Social Service Office of HIV intends to expand these and other Phase 1 work plan strategies. New initiatives will include a Community Health Worker scholarship program; a biannual HIV symposium; implementation of EHE-funded mental health services, HIV support groups, and a large-scale peer support program. New positions will support the expansion of activities as follows: *Senior Management Analyst (C30) will lead the implementation of Clark County's work plan; supervise and guide Management Analysts; lead program development and procurement activities; complete federal reporting requirements; and coordinate Ending the HIV Epidemic services with Ryan White Senior Management Analyst to facilitate a nimble & client-centered system of care and avoid duplication of services. *Management Analyst II (C29) will grow relationships with new and current community partners; coordinate tabling events, community trainings and conferences; facilitate client and community focus groups; develop marketing materials for Ryan White and EHE services; develop quarterly Office of HIV newsletter for service providers, client, and community partners; develop presentations and materials for Office of HIV speaking engagements.
For the grant period March 1, 2025, through February 28, 2026, the CCSS Ryan White Part A Program shall request funding of $5,000,000. Grant award amounts for the subsequent grant years (March 1, 2026-February 28, 2030) will be awarded on an annual basis.
This item has been approved as to form by the District Attorney’s office.
