Additional Comments:

The initial Contract amount was not to exceed $20,000,000 in gross sales. Amendment No. 1 increased the Contract amount by $2,000,000, Amendment No. 2 increased the Contract amount by $4,800,000, Amendment No. 3 increased the Contract amount by $4,800,000, Amendment No. 4 increased the Contract amount by $4,800,000, Amendment No. 5 increased the Contract amount by $4,800,000, Amendment No. 6 increased the Contract amount by $4,800,000 and Amendment No. 7 has no fiscal impact, for a total Contract amount not to exceed $46,000,000 in gross sales should all renewal options be exercised.

 

BACKGROUND: 

On January 7, 2014, the Board of County Commissioners (Board) approved the award of RFP No. 602832-12 for Commissary Services for Clark County Detention Services to Aramark Correctional Services (LBE) in the amount of $20,000,000 in gross sales for commissary services.

The following are the pertinent provisions of the Contract:

                     The term of the Contract was from February 1, 2014 through June 30, 2018, and included the option to                      renew for an additional 6 months.  The Contract term was extended by Amendments 1 - 6 and the current                      Contract term expires June 30, 2024.
                     Included the County’s option to terminate for cause, convenience or default and suspend the Contract                      with advanced written notice.

Amendment No. 1 provided for an extension of the Contract term from January 1, 2019 through June 30, 2019.

Amendment No. 2 provided for an extension of the Contract term from July 1, 2019 through June 30, 2020.

Amendment No. 3 provided for an extension of the Contract term from July 1, 2020 through June 30, 2021, on a month-to-month basis to allow for an upgrade to the jail management system interface, which needed to be completed before a new contract could be solicited. 

Amendment No. 4 provided for an extension of the Contract term from July 1, 2021 through June 30, 2022, on a month-to-month basis to allow for an upgrade to the jail management system interface, which was not completed due to COVID-19 and needs to be completed before a new contract can be solicited.

Amendment No. 5 provided for an extension of the Contract term from July 1, 2022 through June 30, 2023, on a month-to-month basis to allow for an upgrade to the jail management system interface, which was not completed due to COVID-19 and needs to be completed before a new contract can be solicited.

Approval of Amendment No. 6 provided for an extension of the Contract term from July 1, 2023 through June 30, 2024, on a month-to-month basis or until a new Contract is awarded, whichever occurs first.

Approval of Amendment No. 7 will provide for an extension of the Contract term from July 1, 2024 through December 31, 2024, on a month-to-month basis to allow the new contracted vendor to complete the transition of services.  The attached Amendment No.7 document details the modifications and costs involved.

Aramark Correctional Services, LLC currently holds a Clark County Vendor Registration.
