BACKGROUND: 

The existing Amusement and Transportation Systems (ATS) code was adopted in May 2008 and contains outdated terminology, processes, and reference to standards that have since been revised, withdrawn, or superseded.

The proposed ordinance changes the title from Amusement and Transportation Systems to Amusement Ride and People Mover (ARPM).  The name change is to better reflect the scope of rides and devices regulated by the Clark County Building Department.

This chapter is comprehensively reorganized and modernized to align with current regulatory practices and nationally recognized safety frameworks.  References to expired or withdrawn standards are updated, and adopted codes and standards are clearly incorporated by the Board.  Future revisions to referenced standards remain subject to Board adoption.

The proposed ordinance adds language from the current Building Administrative Code and the International Building Code 22.16.040 to 22.16.100

A Business Impact Statement (BIS) was prepared pursuant to NRS 237 and noticed for public comment beginning on March 11, 2026.

Staff recommends introduction of the ordinance and setting a public hearing for May 19, 2026 at 10:00am
