RTC will provide funding in the amount of $30,000,000 for costs associated with this project. Clark County is not obligated to pay any of the project costs.

 

BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved and budgeted funding for the Boulder Highway between Tulip Falls Drive and Wagonwheel Drive project in RTC's Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2025.

Interlocal Contract No. 3163 identifies City of Henderson as the lead agency for the project. The project consists of construction of a dedicated center running transit system, conversion of the existing six lane roadway to a four-lane roadway, pavement rehabilitation, signing, striping, lighting upgrades, landscaping, and Americans with Disabilities Act (ADA) enhancements for sidewalk, curb, and gutter improvements. In addition, this project will increase safety along the corridor by reconfiguring lanes to incorporate Complete Streets elements such as rectangular rapid flashing beacons (RRFB) pedestrian crossings and curb extensions (bulb-outs). The design is at least 90 percent complete, and all necessary right-of-way to construct the project has been obtained. The City of Henderson is ready to move forward with construction, which will be delivered using the Construction Manager at Risk (CMAR) method. The time of performance is effective until December 31, 2029, unless time extensions are granted.

RTC approved the interlocal contract at its meeting on July 11, 2024.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
