BACKGROUND:
On October 17, 2023, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process for the provision of Professional Services within the category of "Works - Collection System". CA Group, Inc., was selected from this list to provide engineering services for Project 25101, "Collection System Rehabilitation Package 2".
This project includes 45 gravity sewer pipeline segments (approximately 10,100 linear feet) and 81 manholes throughout the Las Vegas Valley service area. Depending on their condition, pipe segments and manholes will undergo rehabilitation or replacement. The completion of this work will increase reliability, reduce the risk of sanitary sewer overflows, and extend the assets’ service life.
Staff recommends that the Board approve and authorize the General Manager to sign an Agreement for Engineering Services with CA Group, Inc., to provide design, bid, and engineering services during construction. CA Group, Inc., a Nevada Business Enterprise, currently holds a Clark County Business license.
Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding, and therefore, are exempt from the bidding requirements.
