The original contract was funded at $700,000. A previously approved increase of $1,500,000 resulted in the total contract NTE amount of $2,200,000. An additional $2,250,000 increase will result in the new total contract NTE amount of $4,450,000 which will be allocated and spent based on approved budgets. |
BACKGROUND:
The District requires a mechanism to reliably report and analyze large amounts of data from various applications. The mechanism entails creating and configuring a robust Data Warehouse infrastructure that integrates with various applications used by different service groups across the District to support its business operations. The project aims to streamline data storage and analytics capabilities, enhance data integration within the organization, and enable effective data-driven decision-making.
On November 2, 2023, the General Manager approved and authorized staff to utilize the GSA Contract No. GS-35F-029BA with Comtech Global, Inc., for the purchase of Data Warehouse Infrastructure and Implementation Services. Phase 1 of the project, which involved integrating data from Oracle E-Business Suite (EBS) and Oracle Customer Care and Billing (CC&B) applications, has been completed.
On June 18, 2024, the Board approved an increase to the contract amount to support completion of Phases 2 and 3 of the projects. As implementation has progressed, additional funding is required to support the project’s expanded scope and increased technical complexity.
Executing the broader scope effectively demands additional time and expertise, increased vendor support, and extended project management oversight, along with additional time for validation, testing, and issue resolution beyond original projections. Additional funding, if approved, will support effective delivery of the expanded scope by preserving full functionality, reducing schedule and rework risk, strengthening user adoption outcomes, enhancing solution quality and reliability, and ensuring alignment with long-term business and data strategy objectives.
Staff recommends that the Board authorize the General Manager to increase the contract amount by $2,250,000 and continue utilizing the existing GSA Contract No. GS-35F-029BA, Information Technology Professional Services with Comtech Global, Inc., for purchase of Data Warehouse Infrastructure and Implementation Services through October 14, 2028, or as extended by the Lead Agency.
NRS 332.115(o) allows a governing body or its authorized representative to purchase supplies, materials, equipment or services that are available pursuant to an agreement with a vendor that has entered into an agreement with the General Services Administration or another federal governmental agency located within or outside this State. Comtech Global, Inc. has authorized the District to use this contract in order to take advantage of the competitive pricing and volume discounts offered to public agencies. Comtech Global, Inc. (MBE) currently holds a Clark County business license.
