BACKGROUND:
On 8/19/2025, Board approved funding for Supplemental Animal Shelter Design and Construction in the amount of $39,000,000. The funds will be distributed between Preconstruction and Construction Services. On May 20, 2026, Request for Proposal (RFP) No. 607856-25 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Proposals were requested from general contractors to perform Construction Manager at Risk (CMAR) services for Supplemental Animal Shelter.
Proposals were received from the following firms: Builders United, LLC (NBE), CORE West, Inc. dba CORE Construction (NBE), Korte Construction Company dba The Korte Company (NBE), Pavillion Construction NV, LLC (LBE), Rafael Construction, Inc. (MBE), SHF International LLC (NBE), Sletten Construction of Nevada, Inc. (NBE) and United Construction Company (NBE).
An Ad-Hoc Committee comprised of three (3) individuals from Clark County Real Property Management, City of Henderson and a representative from Tate Snyder Kimsey Architects, Ltd. reviewed and evaluated the proposals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: CORE West, Inc. dba CORE Construction, Sletten Construction of Nevada, Inc., SHF International LLC, Korte Construction Company dba The Korte Company, Builders United, LLC, Rafael Construction, Inc., United Construction Company and Pavillion Construction NV, LLC.
Subsequent to the evaluation of the written proposals, two (2) were selected for oral presentations. After the oral presentations, the Ad-Hoc Committee ranked these short-listed firms in the following order: CORE West, Inc. dba CORE Construction, and Sletten.
The Ad-Hoc Committee recommended the selection of CORE West, Inc. dba CORE Construction.
The selected firm will provide preconstruction services for Supplemental Animal Shelter. The proposed animal shelter will provide critical relief to The Animal Foundation by increasing capacity and improving service delivery for Animal Protection operations. The project aims to create a single, efficient, and community-oriented facility that enhances public services, promotes interdepartmental coordination, and ensures a humane, safe environment for animals, staff and visitors. The new facility will be operated by a Clark County end user.
Following the completion of design and as part of preconstruction services, the selected CMAR will prepare a Guaranteed Maximum Price (GMP) proposal for the construction phase of this project. If negotiations are successful, the County will proceed with construction with the selected CMAR firm in the amount not to exceed $39,000,000. If negotiations are not successful, the County may bid and award the construction contract as allowed by Chapter 338 of the NRS.
The following are the pertinent provisions of the Contract: • The term of the Contract shall be from the date of the Notice to Proceed through Final Completion of Preconstruction Services, unless such date is amended by the County. • The term may be extended to include Construction services if the Guaranteed Maximum Price is negotiated and agreed to by the Chief Financial Officer or her designee. • Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
The recommendation of award is in accordance with NRS 338.16935, contract between construction manager at risk for certain preconstruction and construction services.
CORE West, Inc. dba CORE Construction currently holds a Clark County Business License.
