BACKGROUND:
The Clark County Water Reclamation District ("District") has a Capital Improvement Program (CIP) consisting of engineering and construction projects projected to total over $1 billion in the next 5 years. This CIP program includes expansion and rehabilitation of plant treatment, lift station, and collection system facilities in the Las Vegas Valley and in the District's outlying service areas. To properly manage the construction and workload demands of these CIP projects, staff augmentation is necessary to supplement District construction management staff.
On October 17, 2023, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process to provide professional services for the category of "Services - Staff Augmentation". CMWorks, Inc. ("CMWorks") was selected from this list to provide construction management services on various CIP projects throughout the District's service areas.
Staff recommends that the General Manager sign an Agreement for Professional Services with CMWorks to provide construction management services. CMWorks, a Nevada Business Enterprise, currently holds a Clark County business license.
Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
