BACKGROUND: 

The District’s Collection System Service Center currently utilizes vacuum vactor trucks (trucks) to support its daily scheduled sewer cleaning program and address sewer stoppages and flow restrictions often caused by waste and debris build-up within the pipes.  The trucks are also used to clean lift stations and for grease hauling.  These specialized trucks help to ensure that the sewer collection system is maintained in an efficient and effective manner. The new trucks will offer a larger holding capacity, allowing for increased productivity and fewer trips to the dumping station. 

On December 20, 2021, the Sourcewell Cooperative and its Authorized Body awarded Agreement No. 101221- VTR for Sewer Vacuum, Hydro-Excavation, and Municipal Pumping Equipment with Related Accessories and Supplies to Vactor Manufacturing, a division of Federal Signal. The ability to utilize the Sourcewell contract will offer the District lower costs due to volume discounts and satisfy the District's need to procure new trucks.  Over the course of the three and a half (3.5) years contract period, the District will purchase a total of six (6) new trucks.

Staff recommends that the Board authorize the General Manager to utilize the Sourcewell Agreement No. 101221- VTR awarded to Vactor Manufacturing, a division of Federal Signal, for Sewer Vacuum, Hydro-Excavation, and Municipal Pumping Equipment with Related Accessories and Supplies and issue purchase orders to Haaker Equipment Company, a local authorized dealer of the trucks.

The following are pertinent provisions of the agreement:
• The initial term of the agreement is from the date of award through November 29, 2025, subject to Sourcewell contractual terms and conditions, with a price increase not to exceed 25% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.

In accordance with NRS 332.195.1(c), a governing body or its authorized representative may enter into a contract pursuant to solicitation by a cooperative purchasing organization. Vactor Manufacturing, a division of Federal Signal, and local authorized dealer, Haaker Equipment Company (WBE), currently holds a Clark County business license.
