BACKGROUND:
Clark County is eligible to receive approximately $17,101,918 in HUD Community Development Block Grant (CDBG) funds across the FY2026-2027 and 2027-2028 program years from the U.S. Department of Housing and Urban Development (HUD). The objective of these funds is to develop urban communities by providing decent housing and a suitable living environment, and by expanding opportunities for low- and moderate- income persons.
In response to the solicitation for proposals, fifteen (15) project applications were received, totaling a funding amount of $24,051,749. On February 17, 2026, the Community Development Advisory Committee (CDAC) convened to hear presentations from organizations proposing public facilities, public services, and housing projects. After extensive analysis and discussion, on March 3, 2026, the CDAC voted to recommend a list of projects for funding, along with corresponding allocations and a contingency plan should remaining and/or additional CDBG funds become available.
The Board of County Commissioners has the final authority over the allocation of these funds, subject to the County meeting federal requirements. The allocations approved by the Board of County Commissioners will be incorporated into the FY 2026 and FY 2027 HUD Annual Action Plans. This agenda item allows the County Manager or his designee to approve and sign necessary agreements and documents for the CDBG program.
Clark County has not yet received notice of the official CDBG award amount for FY 2026-2027 or FY 2027-2028; allocation of all CDBG awards is contingent upon actual receipt of federal CDBG funds from HUD.
