BACKGROUND:
The District currently utilizes both a biodiesel (B5) fuel blend (biodiesel) and unleaded gasoline (gasoline) to operate its fleet vehicles. A readily available supply of biodiesel and gasoline is necessary to facilitate the transportation of District staff to various locations, ensuring the District's overall day-to-day tasks and operational efficiency is achieved.
The biodiesel consists of biodiesel (B100), blended as a five percent (B5) mix with conventional ultra-low-sulfur #2 diesel fuel. This fuel blend is recognized by both the State of Nevada and the U.S. Department of Energy as an alternate fuel. Pursuant to Nevada Revised Statute (NRS) Chapter 486A, the District is required to use alternate fuels as a public entity with a fleet of more than fifty (50) vehicles located in a county with a population of more than 100,000. Compliance is regulated by the Nevada Division of Environmental Protection.
Invitation to Bid (ITB) No. 240000, for the procurement of Biodiesel (B5) Fuel Blend (Ultra-Low-Sulfur #2 Diesel, Biodiesel (B100)) & Unleaded Gasoline, was advertised on July 11, 2023, in the Las Vegas Review Journal and posted on the District website. On August 17, 2023, four (4) firms responded by submitting bids. The bid results are as follows:

Staff recommends that the bid be awarded to Rebel Oil Company, Inc., as the lowest responsive and responsible bidder. The following are the pertinent provisions of the contract:
• The initial term of the contract is from March 1, 2024 through February 28, 2025;
• The contract includes the option to renew for nine (9) additional one-year periods with an increase not-to-exceed 10% for each year of the contract term;
• This contract includes the District's option to terminate or suspend for cause or convenience with advance written notice.
In accordance with NRS 332.065, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder. Rebel Oil Company, Inc., currently holds a Clark County business license.
