BACKGROUND:

Clark County Social Service (CCSS) requests that the Board of County Commissioners approve the Local Law Enforcement Advisory Committee (LLEAC) project allocation recommendations and submission of the grant application to the U.S. Department of Justice, Office of Justice Programs, Bureau of Justice Assistance (BJA) funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Formula Program to support local initiatives addressing crime through the provision of services directly to individuals and/or communities and by improving the effectiveness and efficiency of the criminal justice systems, process, and procedures and authorize the County Manager or his designee to execute any necessary agreement.

A multi-year Interlocal Agreement executed on June 20, 2023, between the County and the City of Las Vegas (City), acknowledges Clark County as the fiscal agent and lead agency for the JAG grants for the period of FY-2022/2023 for the period through September 30, 2025 and will submit to the BJA application on behalf of the County and City.  Upon notice of award for FY-2023, an updated Interlocal Agreement will be executed for JAG grants for the period through September 30, 2026.

On June 27, 2023, the Local Law Enforcement Advisory Committee (LLEAC) reviewed project proposals, heard applicant presentations, and made project funding recommendations.  The LLEAC recommendations include approval of City of Las Vegas JAG projects in the amount of $84,395.20 and Clark County JAG projects (including nonprofit sub-recipients) in the amount of $829,401.80.  The specific project recommendations are included as Attachment A.
