BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners approve the submission of the project application to the State of Nevada by Clark County Social Service for the Community Development Block Grant related to the Coronavirus Pandemic (CDBG-CV State) funding allocation to support case management and supportive services associated with Operation HOME! Rapid Rehousing programming; authorize the Assistant Director of Clark County Social Service or their designee to sign the grant documents;  accept any grant funds awarded; and authorize the Administrator of Human Services or their designee to sign resolutions to grant funds associated with this project to applicable agencies for activities defined in the project application.

In response to the Coronavirus Pandemic (COVID-19), the U.S. Department of Housing and Urban Development (HUD) CDBG notified the Nevada Non-Entitlement CDBG Program that it received a formula allocation from the second round of CDBG-CV funding to be used specifically for the prevention of, preparation for, and response to the Coronavirus. This allocation is being distributed across the state of Nevada based on a HUD formula specific to this allocation. Clark County is allocated $3,122,156 as indicated in the January 11, 2021 letter received by Commissioner Marylin Kirkpatrick's office from the Nevada Governor's Office of Economic Development regarding CDBG-CV Round 2 (State) funding. 

CCSS has discussed with the Nevada Governor's Office of Economic Development the Rapid Rehousing case management concept related to this allocation that supports the community-wide efforts related to Operation HOME!, a collaborative approach to increase the speed and effectiveness of the system of care that moves people experiencing homelessness and at higher risk of complications from COVID-19 infections into housing.

A multi-jurisdictional leadership team has recommended these funds be used to support the case management and supportive services connected to the rental assistance provided by other funding sources to ensure that clients are wrapped in a full-range of services to support reaching health and self-sufficiency. Community partners with extensive experience and a history of positive outcomes in this field of service will be awarded sub-grants to conduct the activities associated with this project. These sub-grants will be memorialized in formal resolutions.
