BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved the Echo Road between Spruce Road and Mary Jane Falls Road project on its annual Capital Improvement Program from its Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2027.

Interlocal Contract No. 3284 provides funds for construction of the subject project in Mount Charleston. The project consists of improvements along Echo Road from 700 feet west of Spruce Road to Mary Jane Falls Road. The work to be performed includes grading and constructing a 20-foot-wide access road with cut-off walls, removing the existing culvert, and installing an upsized culvert. The design for the project was funded by Regional Transportation Commission of Southern Nevada Project 065Q. The design is at least 90 percent complete, and all necessary right-of-way to construct the project has been obtained. The term of the contract is effective until December 31, 2031, unless time extensions are granted.

RTC has prepared Interlocal Contract No. 3284 for the Board's consideration. RTC approved the interlocal contract at its meeting on July 9, 2026.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
