BACKGROUND:
On August 5, 2025, pursuant to NRS 277.050, the Board of County Commissioners adopted a resolution to lease approximately 17,182 square feet of medical office/behavioral health facility on approximately 1.49 acres of fully developed land with a physical building address of 5409 East Lake Mead Boulevard, Las Vegas, Nevada 89156 located on Assessor Parcel Number 140-21-303-004 to University Medical Center of Southern Nevada ("UMC") for a Crisis Stabilization Center.
This request is to enter into an Interlocal Lease and Operating Agreement (“Agreement”) between Clark County and UMC for UMC’s use of the County’s property at 5409 East Lake Mead Boulevard, Las Vegas, NV 89156 (referenced on the Assessor’s website as 5357 East Lake Boulevard, under Assessor’s Parcel Number 140-21-303-004). UMC currently operates this property as its Crisis Stabilization Center (“CSC”), providing 24/7 behavioral health services designed to de-escalate or stabilize a behavioral crisis experienced by a person with a co-occurring substance use disorder and connect the patient with providers of ongoing care as appropriate.
Clark County agrees to lease the premises and property to UMC without requiring the payment of any rent; however, UMC is responsible for maintenance and repairs, power, water, gas, trash removal, telephone, data, and any other service required for operation of the CSC. The County has agreed as a payor of last resort to provide up to five million dollars ($ 5,000,000) per year to subsidize patient care for crisis stabilization services. The initial term of this Agreement is five (5) years with five (5) one (1) year options to renew, to be exercised by giving at least sixty (60) days' written notice before the end of the term. Either Party may terminate the Agreement upon sixty (60) days' written notice.
The County and UMC’s Chief Operating Officers have reviewed and recommended approval of this Agreement, which has been approved as to form by UMC’s Office of General Counsel and the District Attorney's office. This Agreement was reviewed by the Governing Board at their July 30, 2025, meeting and recommended for approval by the Board of Hospital Trustees.
