BACKGROUND: 

Clark County currently provides services, referrals, and care coordination for mental health treatment, child dependency prevention, and mental health treatment to children, families, and adults involved in the child welfare system, juvenile justice system, and social services system through three separate agencies - Clark County Family Services, Clark County Social Services, and Juvenile Justice Services. 

There are times when the services between the three agencies are duplicated or overlap.  Further, there have been limitations on the County's ability to access federal funds due to HIPAA related concerns for sharing information and maintaining confidentiality of records between the three agencies.

In an effort to eliminate duplication, streamline functions, and minimize barriers to access of appropriate services for the clients served, the three agencies worked together to draft an ordinance to create a Clinical and Community Services Department.  The purpose of the proposed department is to centralize services, referrals, and care coordination.  The proposed Clinical and Community Services Department will also have the potential to be income generating for the county in that the goal is to become a Medicaid provider. Creation of the Clinical and Community Service Department to centralize billing processes will also address HIPAA related concerns for sharing information and maintaining confidentiality of client records.

The proposed ordinance was introduced at the August 5, 2025, Board of County Commissioners' meeting, and a public hearing was scheduled for September 2, 2025 at 10:00 a.m.  Staff recommends approval of the ordinance to amend Title 2 of the Clark County Code to add a new Chapter 2.74.
