BACKGROUND: 

The District’s Service Rules provide customers with guidance on rates, charges, and regulations for designing and connecting to the District’s collection and treatment systems. When adopted in 2016, the Service Rules provided a comprehensive and single source for both customers and staff, replacing a series of resolutions in the process.

The proposed amendments to the Service Rules are primarily administrative in nature, consisting of minor edits and word changes to improve the readability of the document, including language clarifying that the current version supersedes all previous versions.

The few substantive updates include, aligning several Service Rule definitions with those in the newly amended Title 24, Chapter 24.04 of the Clark County Code; clarifying Service Rule applicability for industrial users; updating terminology related to Pretreatment compliance and oversight; and refining language describing inspection types and property owner responsibility for privately owned FOGG interceptors.

Staff has provided the redlined Service Rules to District stakeholders and solicited their input on the proposed revisions. The proposed changes support the District’s ongoing commitment to transparent, consistent, and effective service delivery.

If approved, the amended Service Rules will be effective on July 1, 2026.
