The original contract was funded at $700,000. An increase of 1,500,000 will result in the total contract NTE amount of $2,200,000 which will be allocated and spent based on approved budgets.

 

BACKGROUND: 

The District requires a mechanism to reliably report and analyze large amounts of data from various applications used daily by the staff. The mechanism entails creating and configuring a robust Data Warehouse infrastructure that integrates with various applications used by different service groups across the District to support its business operations. The project aims to streamline data storage and analytics capabilities, enhance data integration within the organization, and enable effective data-driven decision-making.

On November 2, 2023, the General Manager approved and authorized staff to utilize the GSA Contract No. GS- 35F-029BA with Comtech Global, Inc., for the purchase of Data Warehouse Infrastructure and Implementation Services. Phase 1 of the project, which involved integrating data from Oracle E-Business Suite (EBS) and Oracle Customer Care and Billing (CC&B) applications, has been completed. The District would like to proceed with this engagement by completing Phases 2 and 3 of the project. Phase 2 will expand the scope to include additional enterprise applications such as Maximo, AssetWorks, Kronos, and Pipes, while Phase 3 will focus on all laboratory-related applications, as well as Project View and Primavera. Integrating these applications will greatly improve operational efficiency, strategic decision-making, and regulatory compliance.

Staff recommends that the Board authorize the General Manager to increase the contract amount by $1,500,000 and continue utilizing the existing GSA Contract No. GS-35F-029BA, Information Technology Professional Services with Comtech Global, Inc., for purchase of Data Warehouse Infrastructure and Implementation Services through October 14, 2028, or as extended by the Lead Agency.

NRS 332.115.1(o) allows a governing body or its authorized representative to purchase supplies, materials, equipment or services that are available pursuant to an agreement with a vendor that has entered into an agreement with the General Services Administration, or another federal governmental agency located within or outside this State. Comtech Global, Inc. has authorized the District to use this contract in order to take advantage of the competitive pricing and volume discounts offered to public agencies. Comtech Global, Inc. (MBE) currently holds a Clark County business license.
