BACKGROUND:
On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list, and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development (HUD), and subsequently approved the FY 2020-2024 CDBG CIP. The BCC also authorized the County Manager, or his designee, to sign any resolutions or agreements necessary for implementation of the CDBG CIP.
The CIP originally included an allocation of $4,300,000 to FPLV for the construction of an approximately 8,000 sq. ft. center-including a minimum of five (5) transitional apartments along with program and administrative offices-which will provide services to economically disadvantaged families with children of the (LMI) level.
On July 20, 2021, the BCC approved additional funding in the amount of $1,000,000 in FY20-24 CDBG funds, bringing up the total to $5,300,000.
On February 7, 2023, the BCC approved the Resolution between Clark County and FPLV, which included a revision in the scope of work from five (5) transitional apartments to ten (10) and a building area expansion from 8,000 sq. ft to 12,000 sq. ft.
Due to increases in costs, an additional $362,909.75 is being requested to meet the current market pricing for materials and labor to complete the project. Bringing up the total to $5,662,909.75. FPLV will also scale down the scope of work: reverting back to five (5) transitional apartments; reducing to a 10,000 sq. ft. building area; and splitting the project into two phases.
