BACKGROUND: 

Pursuant to NRS 288.200(8), the following is a discussion of the Fact Finder's recommendation report regarding the collective bargaining agreement fiscal reopener between Clark County and the CCPA. 

On November 8, 2022, the parties submitted their dispute to an impartial fact-finder pursuant to NRS 288.200. The positions of the parties and opinion of the fact finder are outlined in the non-binding recommendation by John Kagel, Fact Finder, on December 27, 2022.

Of the agreement, Article 36 Compensation was the single item in dispute.

Attachment I contains the Fact Finder's opinion and recommendation.

Attachment II is the CCPA Fiscal Impact Summary which outlines the total contract cost of the Fact Finder's recommendation for one hundred and fifty-four (154) impacted CCPA positions.
