BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved the Carey Avenue between Pecos Road and Nellis Boulevard project on its annual Capital Improvement Program from its Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2026.

Interlocal Contract No. 3238 provides funds for construction of the subject project. The improvements on Carey Avenue between Pecos Road and Nellis Boulevard consist of removal and replacement of asphaltic pavement; ultra-thin asphalt concrete surfacings (UTACS); removal and installation of median island; adjustment of utility manholes and valves; removal and replacement of sidewalk ramps to meet current standards; pavement markings; sidewalk, curb and gutter; signage; intelligent transportation systems (ITS) fiber optic cable; pull boxes; loop installation at signalized intersections; and other related items of work. The design is at least 90 percent complete, and all necessary right-of-way to construct the project has been obtained. The time of performance is effective until December 31, 2030, unless time extensions are granted.

RTC has prepared Interlocal Contract No. 3238 for the Board's consideration. RTC approved the interlocal contract at its meeting on November 13, 2025.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
