BACKGROUND: 

On August 16, 2022, the Board of County Commissioners (BOCC) approved $5,406,600 in Recovery Funds to expand the County’s 9 1 1 system by creating additional networks and interfaces separate from existing dispatch operations. Subsequently, the Las Vegas Metropolitan Police Department (LVMPD) identified an opportunity to co locate police and fire 9 1 1 services with Clark County Fire, City of Las Vegas Fire, and City of North Las Vegas Police and Fire. Co location is anticipated to improve the 9 1 1 caller experience and increase operational efficiency and response times across the region. On December 19, 2023, the BOCC approved an additional $16,000,000 in Recovery Funds to construct a joint communication facility. Based on the County’s share of required police and fire workstations, an additional $4,414,316 was allocated on 8/19/2025 by the BOCC allocated, bringing the County’s total obligation to $25,820,916 for the construction of the project.  As part of the construction interlocal agreement, construction funds cannot be released until all jurisdictions execute a shared facility operating agreement.

Key terms of the operating interlocal agreement include:
                     LVMPD will maintain and operate the joint communication facility.
                     Operating costs will include utilities, maintenance, custodial, and landscape services.
                     Clark County’s allocation of operating costs will be based on a combination of the number of workstations assigned and call volume.
                     The proposed operating budget will be provided to each jurisdiction prior to the January of the preceding fiscal year.
                     The agreement term is50 years.
