BACKGROUND: 

On January 8, 2024, Request for Qualification (RFQ) No. 606883-23 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for qualified firms to provide non-congregate shelter.

Submittals were received from the following firms: Charleston Residential Services LLC dba CrossRoads of Southern Nevada (NBE), Liberty Wellness Outpatient Counseling Center II, LLC (NBE), New Hope Placement, LLC dba Well Care Living (NBE), and Palma Holdings, LLC dba The Americana Assisted Living (NBE).

An Ad-Hoc Committee comprised of 5 individuals from Clark County Social Service Department and the Department of Finance reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in the following order: Liberty Wellness Outpatient Counseling Center II, LLC, New Hope Placement, LLC dba Well Care Living, Palma Holdings, LLC dba The Americana Assisted Living, and Charleston Residential Services LLC dba CrossRoads of Southern Nevada.

The Ad-Hoc Committee recommends the selection of the following firms: Liberty Wellness Outpatient Counseling Center II, LLC, New Hope Placement, LLC dba Well Care Living, and Palma Holdings, LLC dba The Americana Assisted Living.

The following are the pertinent provisions of the Contract:
                     The term of the Contract is from date of award through December 31, 2027 and includes the option to                      renew for 2, one-year periods and includes a 3-month extension.
                     Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with                      advanced written notice.

The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through RFQ process.

Liberty Wellness Outpatient Counseling Center II, LLC and New Hope Placement, LLC dba Well Care Living, currently hold a Clark County Business License.

For Palma Holdings, LLC dba The Americana Assisted Living, the Business License Department has determined that a Clark County Business License is not required.
