The initial Contract amount was $320,956, Amendment No. 1 decreased the Contract amount by $10,432.20, Amendment No. 2 increased the Contract amount by $8,537,186, Amendment No. 3 increased the Contract amount by $8,480,000, Amendment No. 4 increased the Contract amount by $135,877.90, Amendment No. 5 increased the Contract amount by $469,112.62, Amendment No. 6 increased the Contract amount by $42,335, Amendment No. 7 increased the Contract amount by $861,400, Amendment No. 8 increased the Contract amount by $512,400, Amendment No. 9 increased the Contract amount by $512,400, Amendment No. 10 will have no fiscal impact, for the total Contract amount of $32,479,980.53. |
BACKGROUND:
On January 5, 2019, the Board of County Commissioners (Board) approved the award of CBE No. 603915-15 to Dominion Voting Systems, Inc. (LBE) in the amount of $320,956 to provide voting software systems and equipment.
The following are the pertinent provisions of the Contract:
• The term of the Contract was from date of award through August 31, 2016 and included the option to renew for one-year periods as long as the County uses the system.
• Included the option to increase the award amount up to 25% based on possible increased user requirements for the renewal terms and approved budget appropriations.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Amendment No. 1 ratified the effective date of the Contract to September 1, 2015 and included a $10,432 credit for Win EDS license fees covering September 1, 2015 through December 31, 2015.
Amendment No. 2 provided for the purchase of new voting machines and software and extended the Contract term through May 31, 2020 with the ability to renew for one-year periods as long as the County uses the equipment and system.
Amendment No. 3 provided for the purchase of additional new voting machines, printers, licensing and software fees.
Amendment No. 4 provided for a new module that will allow Clark County Nevada citizens to vote overseas. This approval also allowed for the option to increase the award amount up to 25% based on possible user requirement for the renewal terms and for the correction of the contract total to include annual fees that would be needed for as long as the department uses the voting system.
Amendment No. 5 provided mail ballot readers hardware and software licenses.
Amendment No. 6 provided absentee/vote by mail hardware and polling location hardware.
Amendment No. 7 provided equipment to replace the previous mail ballot readers to a high-speed reader/scanner to meet the high volume of mail ballots.
Amendment No. 8 provided additional two devices that accommodated the increased volume of mail ballots.
Amendment No. 9 provided additional 400 voting machine equipment and accessories and a rental of similar equipment for use in the General Election.
Approval of Amendment No. 10 will provide for a termination of the Contract. The attached Amendment No. 10 document details the modifications involved.
Dominion Voting Systems, Inc. currently holds a Clark County Business License.
