BACKGROUND:
The District has four Veolia bar screen units that are used to process water and wastewater flows for removal of solids and debris. The bar screens help reduce wear and tear on major system components and protect pumps and valves from potential damage, resulting in significant cost savings by minimizing routine maintenance and extending the lifespan of the entire wastewater system. However, the bar screens themselves require routine replacement parts and scheduled inspections to ensure optimal performance and longevity. The goods and services provided by Veolia WTS Services USA, Inc. (Veolia) includes new bar screens, replacement parts for worn-out components, and technical services as required.
Staff confirmed that Veolia is the exclusive provider of its products and services, serving as the sole source provider for bar screens, replacement parts, equipment, and technical support. Accordingly, staff recommends that the Board approve and authorize the General Manager to issue purchase orders to Veolia on an as-needed basis, with an annual report submitted to the Board detailing incurred expenditures.
The following are pertinent provisions of the agreement:
• The term of the agreement is from the date of award, and will continue for as long as the competitive bidding exception applies, with a price increase not to exceed 10% for each year of the contract term;
• The agreement includes the option to terminate or suspend for cause or convenience with advance written notice of intent.
In accordance with NRS 332.115.1(a) & (d), the competitive bidding process is not required because the parts, equipment and services can only be purchased from the authorized sole-source provider, and the equipment is compatible with existing equipment. Veolia WTS Services USA, Inc. (LBE) currently holds a Clark County business license.
