BACKGROUND:
During the 2023 Legislative session, AB 528 created a program to provide $100 million of matching funds from the State of Nevada for a qualified project to provide support services to individuals and families experiencing homelessness or at risk of becoming homeless. AB528, codified as NRS 231.3735 provides that services provided by the qualified project must be made available to the residents of any participating municipality if the participating municipality has within its borders a navigation center or other process for initial intake and screening of individuals that are experiencing homelessness or are at imminent risk of homelessness; enter into a shared services agreement with the lead participant of the qualified project whereby the municipality contributes annually to ongoing facility operations and maintenance costs and receives equitable access to a share of the qualified project; and have an approved plan to provide affordable, attainable workforce development and permanent supportive housing within the borders of the municipality. NRS 231.3737 provides that the State of Nevada shall provide additional matching funds equal to the amount of money provided by the participating municipalities for operations and maintenance up to $15,000,000 per year.
The Campus of Hope Foundation was formed as a nonprofit 501(c)(3) organization to construct and operated a qualified project pursuant to AB 528. The qualified project serves the interests of the residents of Clark County and the Cities of Las Vegas, North Las Vegas and Henderson. This Agreement will allow the participating municipalities equitable access to the qualified project based on a proportional allocation of up to $15 million per year for annual operating and maintenances cost. The proportional allocation will be based on the participating municipalities population. Clark County's allocation will be based on the population of unincorporated Clark County. The Agreement is for 10 years with the option for two 10-year renewals. The Agreement will become effective the last date of approval by the respective governing bodies of the participating municipalities, if the approval of all participating municipalities occurs no later than December 31, 2024.
