BACKGROUND: 

The current Capacity, Management, Operation, and Maintenance (CMOM) guidelines issued by the Environmental Protection Agency set Best Management Practices (BMP) for wastewater collection systems. Among the list of key BMP's is continuous flow monitoring to receive vital information of the wastewater collection system relating to dry weather flows and further determine the potential impacts of infiltration and inflows. These flow monitor services include the installation, maintenance, and operation of metering equipment (continuous flow monitoring instrumentation, sensors and software), primarily at large-diameter interceptors in approximately 99 locations throughout the unincorporated Clark County service area and is expandable to 119 total locations. This equipment will collect data to help the District analyze “real-time” wastewater flow conditions, assess available capacity within the collection system, and model the impact of wastewater flows across the extensive service area. The continuous flow metering system will also allow the District to more accurately evaluate options for diverting wastewater flows, potentially reducing the need for costly bypass pumping during shutdowns required for the construction or maintenance of sewer lines.

A Request for Proposal (RFP) No. 250000, Flow Monitor Services, was advertised on July 18, 2024, in the Las Vegas Review Journal and posted on the District website. On September 12, 2024, two (2) firms responded with proposals to provide these services. A selection committee comprised of individuals from the District and the City of Las Vegas reviewed and evaluated the written proposals submitted by ADS LLC dba ADS Environmental Services (LBE) and Core & Main LP (LBE). ADS LLC dba ADS Environmental Services ranked the highest based on the final scores. A summary of the evaluation criteria and final scoring is attached.

Staff recommends the selection of ADS LLC dba ADS Environmental Services and requests approval to negotiate a contract. If negotiations produce a satisfactory contract, the contract will be presented to the Board of Trustees for approval. In the event a contract cannot be successfully negotiated, staff requests the authorization to negotiate with the next ranked firm.

In accordance with NRS 332.115(1)(b), the competitive bidding process is not required as the services to be performed are professional in nature, but pursuant to internal procedures, the District solicited these services through a competitive request for proposal process. ADS LLC dba ADS Environmental Services currently holds a Clark County business license.
