BACKGROUND:
On June 19, 2007, the Board of County Commissioners directed staff to initiate an amendment process for the Multiple Species Habitat Conservation Plan (MSHCP) and incidental take permit. A draft MSHCP amendment application package has been prepared. On April 1, 2025, the Board directed staff to convene a work group to review and refine the proposed Avoidance and Minimization Measures (AMMs) for the MSHCP amendment application package.
From August through November 2025, the Department of Environment and Sustainability convened an AMM Work Group with local jurisdictions, major development associations, and utilities. Through seven meetings, the Work Group achieved consensus on all proposed AMMs except one: whether to include burrowing owl measures, and therefore add the owl as a covered species to the amended permit.
Staff hereby provides the Work Group report to the Board of County Comissioners and seeks Board direction to adopt the AMMs, including the measures for the burrowing owl.
