Description:

STAR Rapid Rehousing

Additional Comments:

Based on the most recent data for each metropolitan area, Fair Market Rents (FMR) have risen approximately 15% on average each year FY22 to FY24. As such, we have increased the award amount 15% to reflect the anticipated change from FY24 FMR that will be used in the application to the FY25 FMR HUD will use to award project funds. As FMR changes, we expect the award amount to vary each year based on the current FMR for our community, not the FMR for the year in which the application was submitted.

 

BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners (BCC) approve and authorize the submission of the Stability, Tenancy, Access, Restore Rapid Rehousing (STAR RRH) renewal grant application to the U.S. Department of Housing and Urban Development (HUD) in the amount of $2,109,697 for the period December 1, 2025 through November 30, 2026 to provide rapid rehousing to individuals experiencing literal homelessness; authorize the Deputy County Manager, or her designee, to sign all related documents, accept any funds awarded, and authorize the continuation of five (5) limited-perm Family Services Specialists (C28), one (1) limited-perm Senior Family Services Specialist (C29), one (1) limited-perm Family Services Supervisor (C30), two (2)  Part Time Hourly Management Assistants, one (1) limited-perm Part Time Hourly Administrative Assistant, and one (1) limited-perm Financial Office Specialist (C23), or equivalent positions, contingent on grant award from HUD for the period the grant funds are available.

STAR RRH is a rapid rehousing (RRH) renewal project that will be submitted in response to the 2024 Notice of Funding Availability for the Southern Nevada Homelessness Continuum of Care (CoC) that is expected to be awarded in the spring of 2025. STAR RRH is a renewal project and was originally awarded in 2021. STAR RRH provides rapid rehousing for at least 87 households experiencing literal homelessness, as defined by HUD. Stable housing placement is provided in coordination with wraparound case management and supportive services to increase client success and movement toward self-sufficiency. Based on previous CoC competition cycles, CCSS anticipates the local application process for the 2024 Notice of Funding Availability to begin in June 2024 and intends to submit the STAR RRH renewal application with BCC approval.

CCSS is applying for $2,109,697 for twelve (12) months of services with a project term of December 1, 2025 through November 30, 2026, and the grant is eligible to apply as a renewal project annually through the local SNH CoC process.  The $2,109,697 amount reflects the current grant award of $1,834,519 with an anticipated increase to FMR. STAR RRH requires 25% matching resources which equates to $527,424 for a total project cost of $2,637,121.
