BACKGROUND: 

The focus of this Master Plan for Clark County is to enhance emergency response capabilities through the effective implementation and management of a 9-1-1 surcharge as allowed by Nevada Revised Statues (NRS).  This plan details the legislative framework, starting with Senate Bill 473 which authorized a telephone line surcharge to be imposed in certain counties for the enhancement of existing 9-1-1 emergency services.  The 2017 Nevada Legislature enacted Senate Bill 176 which subsequently eliminated the population cap associated with the allowable telephone line surcharge.

NRS 244A.7643 prescribes the requirements of the adoption of a 5-year master plan for the enhancement or improvement of the telephone system for reporting emergencies in the county.

Staff recommends the adoption of the 5-year master plan which includes a 9-1-1 surcharge rate.
