Las Vegas Wash Funding Allocation and Budget for FY 2024-2029

BACKGROUND: 

Since 2007, Clark County (County) and the Clark County Water Reclamation District (District) have participated as members of the Las Vegas Valley Watershed Advisory Committee (LVVWAC). The Boards for the County and District have previously agreed to and approved multi-agency agreements to contribute annually to the estimated operating budget for LVVWAC's maintenance activities for the Las Vegas Wash (Wash), with the previous agreement for Fiscal Year 2023/24 approved on June 6, 2023.

On October 17, 2023, the LVVWAC reviewed and approved the Fiscal Year 2024/25 Wash operating budget.  This is the third year of funding under the Las Vegas Wash Long-Term Operating Plan (LTOP).  The LVVWAC approved the LTOP on March 10, 2020.  It includes 36 actions to continue implementation of the Las Vegas Wash Comprehensive Adaptive Management Plan and to safeguard assets built under the Las Vegas Wash Capital Improvements Plan. 

Approval of this agreement will allocate the monetary resources necessary for LVVWAC’s operating expenses among the signatories to the agreement. The Southern Nevada Water Authority (SNWA) provides technical and agency coordination for activities related to the Wash and administrative support to the LVVWAC.

The total Wash operating budget is $2,706,542.  It is anticipated in FY2024/25 that there will be grant funding in the amount of $289,750, leaving the local share of the budget at $2,416,792. With the approval of the attached agreement, 44% of the local share ($796,754) will be paid by SNWA. The remaining local funding of the LVVWAC operating budget will be allocated as follows: City of Henderson, $100,445; City of Las Vegas, $179,089; City of North Las Vegas, $73,971; Clark County Regional Flood Control District, $605,988; Clark County, $235,404; and Clark County Water Reclamation District, $425,141.  Amounts are rounded for convenience.  The budget, and thus contributions, may increase by 2.5 percent annually.  Funds are paid to SNWA as part of its administrative support of LVVWAC.

In accordance with NRS 277.180, the parties are authorized to enter into Interlocal Agreements to perform governmental functions and activities.

Staff recommends that the Board of Trustees, also sitting as the Clark County Board of Commissioners, approve and authorize the Chairs to enter into the interlocal agreement.
