BACKGROUND:
In 2006, a condition assessment of the Lincoln Lift Station was performed. Based upon the findings, design work began in 2019 to rehabilitate and address projected capacity demands for the lift station. The entire sewershed was reviewed and a projected capacity demand of sixteen (16) million gallons per day (MGD) was established for the rehabilitation project, which, upon completion, will serve existing development and future growth. However, the District is experiencing rapid growth in development in the northeast service territory sewershed that outpaces the timeline of the rehabilitation project, necessitating a temporary diversion to the City of Las Vegas sewer system. The District and the City have negotiated an interlocal agreement providing for the District to pay five hundred and eighty dollars ($580) per MGD, per day, to the City for wastewater diverted to the City system.
The annual cost to the District is estimated to be four hundred twenty-three thousand four hundred dollars ($423,400). The Diversion will be constructed on Sloan Lane near Blossom View Avenue and will allow for development to proceed immediately in the northeast service territory sewershed, and will also allow for a smaller bypass operation during construction of Project No. 19101, Lincoln Lift Station Rehabilitation. The diversion will be in place between three (3) and five (5) years and discontinued upon completion of the rehabilitation project.
The attached interlocal agreement further details the responsibilities of both the City and the District.
