BACKGROUND:

Since 2011, the Clark County Water Reclamation District (District) has served as the county’s agent under an Interlocal Agreement to oversee the Clark County Water Quality (CCWQ) Division. This responsibility includes managing the Clark County 208 Area-Wide Water Quality Management Plan (208 Plan) in accordance with Section 208 of the Federal Water Pollution Control Act (Clean Water Act) and Section 244A.571 of the Nevada Revised Statutes. The 208 Plan provides for the management of all sources of water pollution in Clark County’s eight different watersheds. The 208 Plan addresses wastewater collection and treatment, urban stormwater runoff, land acquisition, financial provisions, ground and surface water impacts, and runoff from livestock and mining.

The 208 Plan is due for an update to incorporate current treatment plant data, population projections, urban stormwater runoff improvements, and regulatory permitting requirements. The update will also streamline multi-agency functions into a cohesive plan. Staff will lead the effort to advance this planning initiative.

This agenda item has been reviewed and approved by the District General Counsel.
