BACKGROUND:
Project No. 20104, Collection System Rehabilitation, will take place at numerous locations throughout the Las Vegas Valley within the District’s service territory and includes the installation of approximately 11,400 linear feet of cured‐in- place pipe (CIPP) within existing gravity sewer pipelines ranging from 6‐inches to 18‐inches in diameter; removal and replacement of approximately 27,400 linear feet of gravity sewer pipelines of the same size; and installation of trenchless pipe repair sleeves. Additionally, the project will include the rehabilitation of sewer manholes and the restoration of surfaces to match existing conditions.
A request for bids was published on April 9, 2024, in the Las Vegas Review Journal, on the District's website, and on the Nevada Government Marketplace (NGEM). Bids were received and publicly opened on June 6, 2024, at 2:00 PM. Two (2) bids were received:

In accordance with NRS 338.1385(5), if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder.
Staff recommends the Board approve the selection of Harber Company, Inc. dba Mountain Cascade of Nevada, as the lowest responsive and responsible bidder, and authorize the General Manager to sign a contract with the company. Harber Company, Inc. dba Mountain Cascade of Nevada holds a Clark County business license.
