BACKGROUND: 

XO Communications Services, LLC (formerly Telecommunications of Nevada, LLC d/b/a XO Communications) was granted a ten-year telecommunications franchise by the Board on June 2, 2009, that was extended by the Board for an additional five years, until June 2, 2024, pursuant to Section 5.01.070 of the County Code. 

Licensee has applied for a new Telecommunications Utility System Franchise Agreement to allow the Licensee to install, operate and maintain underground facilities within the rights-of-way in unincorporated Clark County for the purpose of providing subscription telecommunication services to customers within unincorporated Clark County.

In order to provide adequate time for final discussions, staff is recommending that the current agreement be extended for an additional six months or until a new Telecommunications Utility System Franchise Agreement is approved by the Board, whichever is sooner.
