BACKGROUND: 

On September 6, 2022, the Board of County Commissioners (Board) approved the award of CBE No. 606266-22 for Rapid Rehousing (RRH) for Families Program to Lutheran Social Services of Nevada (NBE).

This Contract is to provide assistance to families with children experiencing homelessness to quickly transition into permanent housing.

The following are the pertinent provisions of the Contract:
                     The term of the Contract was from July 1, 2022 through June 30, 2023 and included the option to renew                      for 4, one-year periods.
                     Included the County’s option to terminate for cause, convenience or default and suspend the Contract                      with advanced written notice.

On October 23, 2025, Lutheran Social Services of Nevada verbally notified Clark County Social Services (CCSS) that they will cease all operations effective close of business on that date. They further indicated that while they may reopen select programs in the future, they would not be able to implement the programs listed with CCSS.

On January 20, 2026, CCSS provided an update that Management approved the Termination for Cause and contact is now limited with the provider since notified to cease all operations for CCSS programs .

On February 4, 2026, the Purchasing and Contracts Division issued a Notice of Intent to Terminate Contract for Cause and Notice of Meeting to Consider Administrative Action, by certified letter giving the minimum 21 working days’ notice. This letter stipulated that the Contract would be terminated effective April 7, 2026, subject to the Board's approval. Staff recommends that the Board terminate the Contract with Lutheran Social Services of Nevada.

This action is in accordance with Page 4, Section IX, Suspension and Termination.
