BACKGROUND:
This Homeland Security Grant Program (HSGM) grant will provide enhanced preparedness and response capabilities for the Northeastern part of Clark County by having a Multi Casualty Trailer and our other front line apparatus stocked with bandages, tourniquets, and other essential stop the bleed kits. The trailer will also be stocked with triage treatment supplies to be able to treat wounded victims for a prolonged period of time due to the remoteness from the nearest hospital. These pieces of equipment is vital for saving lives when seconds count and is essential to saving lives. Without this grant funding, the Moapa Valley area will be at risk for any act of terrorism and will be improperly prepared for such event which will put citizen’s lives at risk.
On March 15, 2021, the department was notified by the state about the grant offering. The application process for this grant differs from the normal grant application process. The State requested that sub-recipients interested in receiving funding from the Homeland Security Grant (HSGP) submit a grant application by March 29, 2021. The Homeland Security Grant Program (HSGM) meets and ranks all the grant applications. The grant applications are then reviewed by the Nevada Resilience Advisory Committee, approved by the Nevada Commission on Homeland Security, and submitted by the State to FEMA as one grant.
Fire Chief Stephen Neel submitted the grant application to the State on March 25, 2021, with an anticipated award date of October 1, 2021. If awarded, this funding will be utilized to purchase supplies and equipment for the Moapa Valley Fire Protection District to stand up a Mass Casualty Program to prepare the northeastern part of Clark County for any act of terrorism. Grant assurances will be sent for signature if the grant is awarded.
Staff recommends the Board ratify the submission of the attached grant application.
