BACKGROUND: 

The Federal Emergency Management Agency (FEMA) announced the FY2026 Emergency Operations Center Grant Program (EOCGP), a state-pass through grant program that provides funding to enhance emergency management and preparedness capabilities by supporting flexible, sustainable, secure, strategically located, and fully interoperable Emergency Operations Centers (EOCs).  The program is intended to address identified capability gaps and operational needs. 

The Clark County Fire Department submitted a grant application requesting funding to upgrade the technology infrastructure at the South Site Emergency Operations Center, located at the Department's Training Center.

Due to the limited timeframe between the grant announcement and the application deadline, staff submitted the grant application to the Nevada Office of Emergency Management/Homeland Security on July 8, 2026, deadline prior to obtaining Board approval to preserve the County's eligibility for funding.

Staff recommends that the Board ratify the submission of the attached grant application.
