BACKGROUND: 

NRS 176.014 provides for creation of the Nevada Local Justice Reinvestment Coordinating Council (Council). Among its duties, the Council shall advise the Nevada Sentencing Commission matters related to any legislation, regulations, rules, and budgetary changes; identify county-level programming and treatment needs for persons involved in the criminal justice system for the purposes of reducing recidivism; and make recommendations to the Nevada Sentencing Commission regarding grants to local governments and non-profit organizations from the State General Fund.

The Council consists of one (1) member from each county in Nevada whose population is less than 100,000, and two (2) members from each county in Nevada whose population is 100,000 or more. Terms of the members are two- years (2-years), and members are eligible for reappointment.  The first meeting of the Council is slated for September 2021.

Staff opened an application period for the two (2) Clark County positions. Two (2) applications were received: Brandon Monson and Julia Murray. The applications are attached as back-up to this agenda item.

The Clark County Board of County Commissioners (County Commission) is asked to appoint Commissioner Tick Segerblom and one (1) individual to the Council, and direct staff to notify the Nevada Department of Sentencing Policy that the appointments have been made.
