BACKGROUND:

On January 7, 2019, the Board of County Commissioners approved a pre-qualification list to be used to select professional services for the period of January 7, 2019 through December 31, 2020.  On December 1, 2020, the Board approved a one-year extension of this list through December 31, 2021.  Horrocks Engineers, Inc. (Corporation) was selected from the pre-qualification list, [Works] Streets and Road Repair, to provide professional engineering services for the Maule Avenue / Badura Avenue Connection between Tenaya Way and El Capitan Way project.

County staff negotiated the attached professional engineering services contract with Horrocks Engineers, Inc. for this project.  The contract describes the services to be provided and stipulated terms.  The time of performance is effective to July 31, 2024, unless time extensions are granted.  Horrocks Engineers, Inc. currently holds a Clark County Business License.

Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
