BACKGROUND:
On May 5, 2020, the Board of County Commissioners (BCC) approved the submission of FY2020-2024 Community Development Block Grant (CDBG) Capital Improvement Plan (CIP), approved a project list, and authorized staff to submit the CDBG Pre-Award Approval Request to the U.S. Department of Housing and Urban Development (HUD), and subsequently approved the FY2020-2024 CDBG CIP. The BCC also authorized the County Manager, or his designee, to sign any resolutions or agreements necessary for implementation of the CIP.
After allocating funds, including additional requirements, to the approved projects that are ready for implementation, a sizable balance remains in the CDBG grant that the County can use for other eligible projects. The Southern Nevada Children's Advocacy Center (SNCAC) and the James Down Towers Senior Public Housing Project, managed by the Southern Nevada Regional Housing Authority (SNRHA), have been evaluated as qualified projects that address important needs in the County. Furthermore, both projects will help the County meet HUD’s timeliness target by the next determination in May 2025. Funding for the SNCAC will be used to acquire a property that will serve as a one-stop center for multidisciplinary services for abuse survivors and their families. Funding for the SNRHA project will supplement the agency's resources to complete the renovation of 200 public housing units for seniors and equip them with modern amenities and energy-efficient systems. This Substantial Amendment is a requirement of HUD per the approved Citizens Participation Plan.
