BACKGROUND: 

The Regional Transportation Commission of Southern Nevada (RTC) has approved the Bruce Woodbury Drive and Needles Highway project on its annual Capital Improvement Program from its Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2026.

Interlocal Contract No. 3263 provides funds for construction of a traffic signal system at the intersection of Bruce Woodbury Drive and Needles Highway in Laughlin, Nevada. The work to be performed includes a new service pedestal, pavement rehabilitation to the advanced detector loops, extending sidewalk on the west side of Needles Highway to the intersection, signing and striping improvements, and Intelligent Transportation Systems (ITS) improvements at the intersection. The design for the project was funded by Clark County. The design is at least 90 percent complete and all necessary right-of-way to construct the project has been obtained. The term of the contract is effective until June 30, 2031, unless time extensions are granted.

RTC has prepared Interlocal Contract No. 3263 for the Board's consideration. RTC approved the interlocal contract at its meeting on April 9, 2026.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
