Additional Comments:

Application by Clark County will entitle the Consortium to receive from HUD an estimated $4,065,401 in Federal 2026-2027 HOME funds, an estimated $743,104 in 2026-2027 HOME funds from the State of Nevada and $1,983,976 in 2026 AAHTF from the State of Nevada. An additional $4,788,805 in HOME/AAHTF funds and program income from prior years that were unspent or returned to the County is available for allocation.

 

BACKGROUND: 

As the lead agency for the Clark County "Urban County" HOME Consortium, Clark County administers federal  HOME funds from HUD, and HOME and Account for Affordable Housing Trust Fund (AAHTF) monies from the State of Nevada. The Board of County Commissioners (Board) has final authority over the allocation of these monies, subject to Clark County meeting federal requirements.  The attached Agenda Item Development Report  No.3773 includes the recommended uses of these funds, along with additional details.  Included is: a list of affordable housing project recommendations for the Board's consideration that incorporates the review of staff and the recommendation of the County's Community Development Advisory Committee (CDAC); as well as recommendations for the reservation of allowed administrative funds, an off-cycle set aside, and the pro-rata share of the HOME/AAHTF monies for the City of North Las Vegas, Clark County's Consortium partner. 

The four (4) affordable housing projects being recommended for a total of $5,400,000 in HOME/AAHTF funding include: one (1) project that will provide 161-units of affordable housing for seniors, one (1) project that will provide 50-units of affordable housing for seniors, one (1) project that will provide 100-units of affordable housing for families, and one (1) project that will provide 54-units of affordable housing for seniors.

Staff is also recommending that $2,500,000 of PY2026-2027 HOME/AAHTF funds be reserved for the development of affordable housing projects that may qualify for HOME/AAHTF funds outside of the annual application round including projects on BLM or County parcels, and preservation and rehabilitation projects.

All awards and allocations are contingent upon official receipt of the 2026-2027 HOME/AAHTF funding from HUD and the State of Nevada.
