BACKGROUND:
The Project scope includes replacement of portions of the inbound baggage handling system at Terminal 1 and improvements to the controls in the outbound baggage handling system at Terminal 3.
The following bids were received and publicly opened on April 20, 2023:

Due to the unprecedented passenger volumes at Harry Reid International Airport, which has resulted in substantial increases in the airport's baggage handling operations, along with security enhancements related to the baggage handling system, reevaluation of the Project scope is warranted to preserve the efficiency of the Project. Accordingly, staff recommends rejection of all bids. This recommendation is in accordance with NRS 338.143(5)(c).
Upon approval of this rejection, the Department of Aviation anticipates re-advertising and rebidding this Project once adjustments to the Project scope are made.
