Recommendation:

Review the project recommendations of the Community Development Advisory Committee (CDAC), and select projects based on CDAC recommendations and other considerations for inclusion in Clark County's application to the U.S. Department of Housing and Urban Development (HUD) and to the State of Nevada's Housing Division for a total of approximately $8,797,692 in FY2021-2022 HOME/AAHTF program monies, program income, and prior years funds for reallocation; authorize staff to prepare and submit the applications per HUD and State of Nevada deadlines and requirements; accept grant funds, and authorize the County Manager or her designee to execute any necessary agreements. (For possible action)

BACKGROUND:
As the lead agency for the Clark County "Urban County" HOME Consortium, Clark County administers federal HOME funds from HUD and HOME/AAHTF monies from the State of Nevada. Clark County's CDAC met on February 2, 2021 to hear presentations from organizations proposing to carry out affordable housing activities and to prioritize projects. On February 16, 2021 after extensive analysis and discussion, CDAC voted on a recommendation for projects to be funded. Seven new construction projects were recommended this year; five are for affordable senior housing, one is for affordable family housing, and one project is a rural housing development located in Mesquite, NV. Three rehabilitation projects were also recommended.
The Board of County Commissioners has final authority over the allocation of these monies, subject to the County meeting federal requirements. Staff has submitted a list of project recommendations for Board consideration that incorporates CDAC's recommendations and other considerations. The Board of County Commissioners will also be asked to reserve the pro-rata share of HOME/AAHTF monies for the City of North Las Vegas, our Consortium partner.
